Windows XP restarting problem help me

    i two pcs with windows xp sp1 and with sp2 but both the pc's get restarted when i go to start>run and want to type any command like msconfig, regedit,
    etc. what is the solution of it i scan my com with mcafee antivirus 9 but still no resluts pls help me
