winsock corruption

    op is windows vista. can't connect to internet. IP address says 169.254.xxx which I'm told indicates winsock is corrupted. I click start,run, type cmd then ctrl-shift-enter to be able to type netsh winsock reset
    then I get the message I need to sign in as administrator for elevated level. but this dummy can't find how I can sign in as administrator.

    Edit: Sorry, I did not know that ctrl-shift-enter opened an elevated command.

    You can also try disconnecting the power from you modem, router, and turn of the computer, wait 1 minute. reconnect power to modem let it connect to service, after reconnection plug power to router let it connect, after reconnection restart computer.
