WinXP - Activation error

    XP Home SP3 - I just finished a repair install, and cannot activate. IE6 has a minor issue, and I was going to install IE7 to try to fix it, but I can't install IE7 on a non-activated system. Immediately after I click on "Activate windows" in the Start menu (or via the little set of keys in the system tray), I get the error I attached as screen shots below. Any help will be GREATLY appreciated!
