WinXP error had virus before

Hello

I had a virus before but after running Norton anti virus for multiple times i am not getting that virus effected messages any more but my system looks to have gotten into some kind of safe mode as i am not able to change or even look at any of my settings
Firstly whenever i start my system it gives me this error after everything is loaded

"Windows cannot find 'C:\WINDOWS\system32\drivers\ntndis.exe'. Make sure you typed the name correctly, and then try again. To search for a file, click the start button and then click search "

I cant even see my control panel or even access my time and date settings
it gives me this error when i try to do anything

"This operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator"

Can someone pleae help me with this
