Same reason we dont allow comments. I have seen people rate things within minutes of release. I find that rating are ok as a general guideline only. Since we test everything first anyhow, we eliminiate most gargage by never listing it.

Lots of people would rate something poorly simply because its not free. Case in point, read opinions on any website that allows it, you will find people arguing with, or discussing things with each other, because they cant even grasp the concept of a review. You will also find people who are leaving reviews based on inaccurate information or rating it with comments not related to a review.

... and that why MG will never allow comments.
