    Perhaps RegistryFix shouldn't be used.
This problem happened before and the fix at http://windowsxp.mvps.org/noclose.htm worked.
It happened again tonight and the above fix and http://windowsxp.mvps.org/Taskmanager_error.htm were tried but the values reset themselves to 1 on reboot (shutdown manually thru command prompt).
Another problem is Windows Explorer doesn't allow me to see the C-drive and just times out.

Have you scanned for Malware/viruses? If absolutely sure none exist on your system, do a restore prior to the point when you first encountered the problem. As to the values being reset, you could manually reset them ( hit f5 to save them) and see if that works.
