WMV Editor and TV Tuner Card PVR Software

i have a tv tuner card and record shows and of all the apps i have tried windows movie maker is probably the most compatible for editing out the commercials but i'd like to edit frame by frame if that's possible with a WMV file which is the only format movie maker outputs i have MCE but hate it with a passion hmm so now it's a 2 part question..

i'd like to have a more advanced WMV editor if possible.

and..

is there a better PVR for a tv tunner card.? i have tried a few and all where really unstable. something that records directly to xvid, divx.. etc.. my search for a better PVR has been Long.. Very Long.

any input will be greatly appreciated.
