WoW Lag/Latency Problem

    So I've played WoW for about a year now, with relatively few problems. Recently, my mobo went bad/got fried, so I replaced the mobo, power supply, and managed to upgrade my graphics card.

    The same day I installed all the hardware, patch 2.0.3 was released (Jan 9th). Now, I experience high latencies, and lag that is not always connected to latency (i.e. latency went down to 200 or so, but still lagging like I'm at 12k). Disconnects are rather common. This is not a "video lag"; the picture is smooth and runs fine, but it takes 40seconds for chat messages I type to appear and anywhere from 8-30 seconds to cast instant cast spells.

    I've tried everything the Blizzard Techie suggest, to no avail. Things tried:

    1) forcing to 100 base T full duplex
    2) updating drivers (video, network, sound, cpu)
    3) removing WTF, WBD and interface folders from the WoW folder
    4) disabling firewalls
    5) scanning for spyware/viruses
    6) disabling the power management feature on the NIC
    7) uninstalling/reinstalling the game
    8) turning all my video settings in-game all the way down and in-game sound off completely
    9) ran several trace routes, and most looked like this:

    I'm not really sure what the tracert shows, but it doesn't appear to me as if the Blizzard server was contacted. I'm still awaiting a second response from Blizzard tech support, but the expansion comes out tonight, and I would dearly like to be able to play. Any help would be appreciated.
