WTF still no WallPaper for W7 windows?

I been searching around and no one seems to know how to do it. Anyone done it yet? How is it that W7 has been out this long and there is still not programs out there that can fix this?


Edit: Note, this is for the windows that you open, like folders and such. Those windows.

Have you looked at Windows Themes? For more info on this subject, see http://windows.microsoft.com/en-US/windows/downloads/personalize/help Windows Themes do affect the color of title bar, border, and status bar of all program windows. Numerous themes are bundled with Windows 7. More can be downloaded (see first link above).

Note: Themes may also change sounds in Windows.
