X1900 XTX clocked way too low!

I just upgraded from a Sapphire X850 XT PE to Sapphire X1900 XTX. After I uninstalled the drivers, restarted, installed the new 6.5 drivers, and restarted again, all seemed fine. My games play great. But when I open the CCC and go to the "overdrive" tab, it say's my GPU is clocked at 500 MHZ (requested 650, where it's supposed to be stock) and the Memory is clocked at 594 MHZ (requested 774, advertised stock speed again). I tried re-installing CCC again and still says the same problem. Also, up top where it says "graphics adaptor" my card is labeled "X1900 series." Shouldn't it specify "X1900 XTX" as it did with my "X850 XT PE"? I also tried to OC it to stock speeds with ATI tray tools, but it doesn't let me. It says "Overclocking disabled." WTF is up with this? Even though my games run good, I'm sure they'd run much better with the stock speed it's supposed to run at and I want the $500 card that I payed for. Any help is appreciated! Update: I just tried Driver Cleaner Pro and followed it's read-me exactly as it instructed. Still didn't change anything. Just in case someone was going to suggest that.

Anyway, I finally found some other forums where some people claim that this card runs at these lower frequencies when in 2D mode and switch to the 650/775 when running 3D apps. But I would still like to find a way to run these 3D clocks at all times so I can OC it and know it's running at it's fastest (even though it doesn't matter in 2D mode, I know).
