The pointer changes to the IE finger, and icon names become underlined like links when the pointer is moved to an icon, and it only takes a single left click to open folders or launch programs. How do I change this back to standard Windows settings? Without the underlining, no more dumb finger, restore the double-click to open or launch..... HELP!!! This is driving me freekin' NUTS!

Right click desktop>properties>web tab>Folder options> should be in there.

Sounds like somone used your system, happens to me too, kind of rude to change settings and not change them back. Hope they didn't download anything. I prefer the single click, point to select, underline only when I point at them. I use tweakui to hide some of the control panel icons, especially Internet Options, and deny downloads under security there before doing so, then delete the shortcut to tweak ui and access it through system32 file. The pointers are in Control Panel, Mouse, Pointers Scheme, I use the Windows Default, Large. Try a few Linux Live CD's, if they boot up into Linux they may think twice. A few more weeks and I think I'll dump WIndows, and won't have to feel bad knowing I have the password for root, and not have to say no to the rude guests (children) in our household who won't follow instructions, if they really want to use the computer with the Linux OS.

Thankfully, it's not my PC; it's a friend's laptop. Now that I'm deeper into trying to tune this thing up, I see that the desktop problem is the tip of the iceberg and totally unimportant when compared to some other issues we're having with it. Big time malware is what we're lookin' at. Thanx for the info, I'm going to paste it into Notepad and add it to my collection of 'fixes'. As far as this laptop goes, I believe a wipe and OS reload is in its very near future.
