XP -Display Properties change back after reboot

I set display properties to a black desktop, blank screensaver and windows classic, windows standard appearance.

After reboot the taskbar goes back to Windows XP and the height of the taskbar is wrong and the screensaver reverts back to XP.

I saved the properties I chose as a theme and that did not work.
The theme will be listed in the drop box but doesn't auto return the taskbar to how I saved the taskbar.

Do you know where in the registry this can be repaired and how?

I reinstalled IE7 and that fixed the problem.

Wrote too soon

Reinstalling IE7 did not solve the problem.

Taskbar is still reverting back to Windows XP instead of staying as Windows Classic after a reboot.

Any ideas how to fix this?
