When I turn on my pc i get the error message:

lsass.exe - Unable to locate Component

application failed to start because LSASRV.dll was not found. Reinstall Aps may fix...

Then I click ok and I have a black screen and nothing else happens.

sounds like you have a virus to me. boot in safe mode and try to run this stinger utility

if you can't boot in safemode then you will need to get ahold of a emergency virus scan disk. they can be created from norton or mcafee and usually take about 4 floppy disks.

I booted from the norton anti-virus disk. It did a scan and no virus were found.

    Try Last Known Good Configuration

If that doesn't do it, replace the Lsasrv.dll file from the recovery console.

Rename it in system32, and expand it from the i386 directory on the CD

What was the stop code and did it mention any filenames?
What allowed you to get to Safe Mode in the end?

rebooted from the norton disk, and did the virus scan. Recieved a Dos promt and didn't know what to type in. Restarted the computer and got the blue screen message. After that was able to restart again in safe mode.

    the stop was

    0X0000008E(0XC0000005, 0XBF8FA244, 0XF8695678, 0X00000000

i think the file was win32.sys it shut down before i wrote it down.

    Got system restore enabled?

Try System Restore to before the updates in Safe Mode.

I tried system restore and it said system restore is unable to restore your computer try restarting and running it again.

I also tried to reinstall windows from the disk but I never got further than the blue error screen.

    Try booting to the CD.

Hit enter to Install, F8 at the EULA, then 'R' for repair.
