XP ICS a beast!

I just made the move from ME to XP. First time thru everything seemed to go pretty well except in error I had the firewall off and seemed to have a virus. To that point all I had really done was get the computers networked, so, to be sure I didn't start new with a virus, I formatted and FDISK'ed to start new and CLEAN. The first time I let XP network wizzard do its thing and it seemed to work pretty well - even the client disk it created (because of finances, the three clients are all still 98SE). This time through, they would not work getting their addresses automatically, I had to set each up manually (192 168 0 3, etc. and 255 255 255 0). They share files and the printer just fine. . .but I can't get them to share the internet. The first time through, the gateway icons came up in the clients task bars, you could click on the IE icon and they would dial out (modem) automatically and you could click on the gateway icon and disconnect when finished. Those icons are not there this time either. I have checked to be sure the clients LAN connections are set up correctly too. What am I missing, this time?
