I recently reinstalled XP home and when I start my cpu it shows the dell screen first then it goes to a black screen with setup/recovery and xp home. I have to arrow up to home to start it. Is there somewhere to go and set it up to where I just log in? Thank you for any help.

Did you reinstall over an existing copy of XP?
Should always install onto a blank formatted drive.
Can't advise on this, but feel assured that someone that knows more about this will be coming by.

What options are on this menu?

It doesn't sound like it to me, but if it is multiple XP installations, as hrlow2 suspects, then you might try checking out our sticky thread, Guide to removing the choice of Operating System at Bootup (Windows XP).

The setup/recovery part makes me think otherwise, though. Usually, you wouldn't see this without pressing F8 (check if the key is sticky), or if Windows were failing. (And usually you wouldn't see XP home here, but rather, "start windows normally" :confused) Does the operating system run alright when you do manage to log in? Are there any blue screens, or unexpected restarts?

Usually have to select which OS to boot from, like a dual-boot setup.
