XP language support

I recently reformatted my laptop and I can't see russian letters in most apps. Here is an example

Some basic specs:
lenovo 3000 N100
Win XP home SP 3
Funniest thing is that my windows interface is in russian (it was bought in Russia) and some directories are in russian too (i.e. C:\Documents and Setting\User\"Desktop"\etc <- Desktop is in russian). I tried changing some things in language & regional settings in control panel but all to no avail. I did not have this prior to reformatting. The reason that caused it, in my opinion, is that when I was setting up my OS, I chose Canada for region and english as default language (or something along those lines). Is re-reformatting the only solution I have?
