XP Pro Folder Anomalies

Good Mornin'- My XP Pro has been giving me fits lately. I have run SFC.EXE /SCANNOW and CHKDSK. What is going on is I keep having to unhide a File because after changing the attributes, restart, it goes back to its Hidden status.
Example: C:\Docs & Sttgs\My Name\Local Settings. I like this file unhidden to just quicken the emptying of the Temp subfolder. I have also unhidden the Temp Internet Files, and it stays unhidden.
I am going about this via Tools>Folder Options>View>Show Hidden Files and Folders, then Rt. clicking the Hidden File/Folder>Properties>Uncheck Hidden Attribute>Apply, and then back out. I have tried all kinds of combinations of events, all to know avail. When I log off and come back, it has decided to Hide itself again. Temp Internet Files does not do this- it stays put! :confused
Any help, and/or suggestions?...

Edit timer ran out, apparently... To add, I am wondering if Unhide.exe will fix this, or changing data value in Registry from 2 to 1 will help.
(HKCU/Software/Microsoft/Windows/Current Version/Explorer/Advanced/Hidden 0x00000002> 0x00000001?)
