So, I reinstall XP and get the "safe mode" view. According to the link below it's just a driver issue. But I can't load my internet software in the current resolution. How can I install the driver I need when I don't have the Dell driver disk and can't access the internet?

Above link should have the drivers you need, need to know model or service tag to get the correct ones. Download it on the machine you are using to access the internet and save it to cd, flash drive, external HDD, then transfer to the other machine to run. Sounds like you need an Ethernet adapter (NIC) driver as well (no internet access). All drivers for you model should be listed on the same page.
