I make it to the welcome screen and then get the must shut down screen.
my screen saver picture is present but no icons or start button show.
    many thanks in advance. OJS

What, exactly, is the "must shut down" screen?

ya can you please explain the must shut down screen, and im assuming you mean wallpaper instead of screen saver. have you installed anything on your computer recently that would maybe cause an unknown problem for example new drivers, pirated software, porn etc. also try booting in safe mode to diagnose the problem then google or come back here for some help and if the must shut down screen displays a error code or message please write it down or remember and post it in here.

Sorry for not being clear. Here is what I get after the welcome screen is on for about 15-20 secs. "Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience." Whether I'm plugged in for internet access or not.
It even did it in the safe start up.
Is there also a way to save or print the screen full of file names that are presented when I safe start?

Thank you again and sorry I'm so not computer savy.

Forgot to mention that I am able to get on line via the Task manager, new task. I also use it to shut down.
It is a picture (Wallpaper) that comes on without the normal icons, control bar and start menu.

Before Windows starts hit F8 to get to the options screen

    'Choose last known good configuration'

And Windows Explorer is not the internet browser. It is your folder viewer and start menu, bar and button.

Try starting is safe mode. F8 while booting. Can't go wrong.

Thank you for that, but it didn't change anything.
    Still acting the same way.
    Thanks
