Xp updating and internet problems

Help my internet connection seems to be running goods i have ran several optimizers and it always come back good. When ever i open Micro soft website or the updater site it will not open. and browsers run really slow. I have ran Advanced systemcare and it has found issues and fixed them but still can not get to microsoft or any updates. Any suggestion or comments would be great.
