yahoo messager chat help no biggy

when ever i try and join my chat room on yahoo messager the window opens but off screen so i right click its little bar on the buttom of the screen and have to make it go full screen and after that i click on enter chat and thin i have to do the same thing to beable to see the chat window what would be causing this

16x sony dvd-rom
windows 98se i know i know still on the look out for xp
intel celeron 2.0ghz running at 2.7ghz

bump oh yea i think i forgot the video card is a 9200 ATI
