I tried to delete a corrupted profile by deleting the associated folder in C:\Users and now when trying to log on to my computer, i receive the following message:Your user profile was not loaded correctly! You have been logged on with a temporary profile.I have tried to recreate the folder to no avail, i am running vista business 32bit edition on a domain.

Can you explain what you mean by "corrupted profile"?

I might recommend attempting a system restore, but only if I can be sure that you haven't been hit by malware, since the system restore files are often targeted and could compound the issue.

By corrupted i mean that some kind of user setting was changed that is preventing the user from being able to log into a website they use a lot, other users on this computer are still able to use it, and nothing is wrong with his account for the website. I am unable to restore to a previous point as system restore was disable by someone else.

Alright, so the profile directory was deleted, but the user account remains. Is that correct?

Have you tried removing, and re-adding the user via User Accounts in Control Panel, or is there anything preventing you from doing so?

It may be too late for this, or this may be totally off target here, but take a look at this link. It says it's for WinXP/2000/2003 but it may be applicable to Vista too... here's some other articles from Microsoft that may help:

There's a bunch of others, but these seemed the most appropriate. Good luck! Let us know how it goes! ;)
