Hey, thanks for any help I might get here. This is simply one of the best online communities out there. Much appreciation for those who give their time.

Following a power outage, windows 10 is acting awfully strange.

Programs that operate in full screen mode are opening in windowed mode and alt+enter works for a few seconds before reverting back.

I am also getting incessant windows notification sounds while the program is open.

Not sure how to see if it is something with my graphics card, or windows.

Running an AMD Radeon R7 370. Rolled back my driver and reinstalled. Not it.

    Thoughts?

    Reinstall windows?

Any diagnostic tricks I could use?

    Thanks!
    Raz

If you're booting in UEFI, it's not likely you got a virus or rootkit. The power outage could have corrupted Win 10. I'd do a clean re-install. It should pick up the Product Key from the UEFI.
