My Hijackthis log and wininet.dll issues

Below is my hijack this log and I am also having a lot of problems that I cannot resolve every time that I log onto my computer my desktop and all icons are gone and I have to go into the task manager to access anything. I don't have a control panel at all and I get the error message

"application has failed to start because winninet.dll was not found re-installing program may help"

someone please help me with this issue

Please follow forum guidelines and perform cleaning steps in the sticky thread before posting HijackThis logs.

Before you procede with the rest of this post, please uninstall one of your antivirus programs. Running more than one will cause conflicts on your computer.

Please follow our standard cleaning procedures which are necessary for us to provide you support. Also there are steps included for installing, running, and posting HijackThis logs as attachments.

• Make sure you check version numbers and get all updates.

Very Important: Make sure you tell us the results from running the tutorial...was anything found? Were you unable to complete any of the scans?...Were you unable to download any of the tools?...Did you do the on-line scans as suggested? etc.

After doing ALL of the above and you still have a problem, make sure you have booted to normal mode and run the steps in the below thread to properly use HijackThis and attach the log:

I have tried all of these scanners and I am not able to open up any of them but the Microsoft Antivirus scanner. Every other scanner that I try to download or get to scan I get the error message "lost component" and that if i reinstall wininet.dll it might help, but I cant even reinstall.
