PC # 1 - [WINDOWS XP] Virus/Malware Issues blocking internet connection

Before you say wait there's another thread extremely similar to this one, that is another PC that shares the same issues, I figured it would be easier to post them in separate threads to avoid confusion.

Okay, well this is what happens when there's youth in the family that think they can fix anything, but instead of fixing, only cause more problems. Bought this PC (refurbished) just prior to mother's day as a gift. It worked fine (internet, devices and all) until a certain youth to do something to it resulting in viruses which caused this;

I cannot reinstall them either, (due to no internet) :l

NOTE: When runing ComboFix unable to install Windows Recovery Console (Both via the internet - which currently isn't working on this PC , and also manually with a Windows XP SP2 CD and running d:\i386\winnt.exe /cmdcons)
