2 simple questions...

    I have Windows ME.

    1: How do I get rid of the logon page at the startup?
    2: How do I change my CPU's fan so that is slows down and makes less noise? Also I want to keep my computers casing off so that it doesnt overheat. So what would be a good tempurature to keep it on?

    2. If it's not adjustable, easiest way is to buy one. (Not a good idea if the PC is overheating. Fix the heat issue first at least)

    As far as leaving the case off, that's OK for a little while, but not long term.

    The case prevents dust build up etc.

    INSOMNIAC is right. Your going to get a lot of dust quite quickly with side panel off.
    Decreasing cpu fan speed and leaveing side panel off to compensate is like complaining about not being permitted to shave a half hour before your scheduled beheading.
