250W PSU and comp crash. is HDD or PSU at fault?

    I recently had to buy new parts to fix my PC. It shut down on it's own one day and never would turn back on, when I checked the HDD on my othe PC I had to re-format it and it was shown by Partition Magic to have 50+ Gb worth of BAD sectors that were unusable, this was an 80 Gb HDD btw. When it cut off it also would not turn back on. Tried cutting off PSU and letting the PC and PSU rest hours at a time before re-tryinbg to turn it on. btw the PSU is 250W .... is that to low to run 2 CD/DVD 2x HDD M/B and other misc stuff like Ethernet and Case Fans? I still don't know what the cause of the crash was though. It sounded like HDD at first to me but then I remembered that it wouldn't turn back on. That sounds like PSU right? not sure been a REALLY long time since I troubleshot hardware ><. Please, if anyone knows what could be the prob let me know, also please tell me if I need a new PSU so I can get one ^^ thanks everyone.

    Yes, you are definitely underpowered. I would get a new higher capacity PSU regardless...new PSU/case combos are super inexpensive these days.
