Helping a friend set up and learn how to use a new used HP laptop (model name not discernible anywhere on case) which he was given as a gift from a electronics refurbishing center. Running some special Win10 Pro build specifically for refurbished PCs. OS reformat is fresh. Have removed a bunch of bloatware with CCleaner and deactivated all explorer animations and other appearance bells and whistles. Somehow, the CPU activity is still fluctuating wildly without opening any applications, the temp is idling at above 100C, and many basic functions are quite slow. See attached screenshot below.

Any and all help greatly appreciated. Thinking about returning/exchanging this thing if it's just not worth the trouble, but maybe I've missed something simple.

Download Core Temp it will give you a more accurate reading of your cpu temp then speccy here is the link https://www.majorgeeks.com/files/details/core_temp.html as I am looking on mine on Speccy its saying its reaching 60C and on core temp it's saying 25C and in Bios the CPU temp is no higher than 35C that's with even a water cooler installed on my pc.

A temperature above 100°C at idle is dangerous.
Exchange the laptop if you can.

With the amount of activity of the cpu,
I would run basic tests- like Eldon's https://www.majorgeeks.com/files/details/sfc_utility.html , and post the notepad result here on majorgeeks.
Driver issues can causeproblems- check here first- https://www.amd.com/en/support
I would also wonder if the air inlet has been cleaned- Laptops can get a huge wad of hair/etc: in the fan inlet to the cpu. and this would cause it to heat up exceptionally. I have had that problem many times- it just depends if the laptop was properly checked before the refurbishing centre gave it to your friend.
