Hello all,
This is a good example of an incorrect setting. I discovered that what was wrong was if you open Spybot S&D in advanced mode click on Immunize and look at the "Permanently running bad download blocker for Internet Explorer"
if the box for "enable permanent blocking of bad addresses" is checked and it is set at "Display dialog when blocking" you will get the above message when u try to download anything from the list of programs on listed on the "READ & RUN ME FIRST Before Asking for Support". It needs to be set at "Block all bad pages silently."
It will not let you download anything.

Sorry but I don't see any problems even with Spybot set like you had changed it from the defaults. I can download and install programs in the READ & RUN ME and I do not get any warnings from Spybot.
