Access Restricted Splash Page

Occasionally, when attempting to access my internet, I get an "ACCESS RESTRICTED" splash page and cannot use the internet. This varies from all the computers on the network to just a few, to just one being affected. I have called my internet provider (Centurylink) and they deny that it has anything to do with them, which is understandable since its a QWEST page that comes up (the company that leases me the modem). What the hell is going on and how do I get around it?

I am assuming the Quest device is also a router. Are the machines using DHCP to acquire their IP addresses from the Quest device? It could be that the Quest device has placed some restrictions by IP address and when that IP address is assigned to different workstatations they experience the problem.

What happens to make it move from one machine to another? Boot, powerdown?

    Need more information.

    Workstations configured for DHCP?
Quest device also router with DHCP services?
Does the business have more than one IP address from the provider?

I am not working from a business, this is my home internet. I share the house with 8 other people, all on the same network, so multiple devices connect to the wifi/modem. The modem also doubles as a router, yes. I don't know how to answer the DHCP question.

This happens seemingly at random, and as of right now only my desktop is affected, and all devices connected to the wifi can access internet. I am able to access the internet by "pushing the credentials," and choosing a specific DNS address/ip address.

On the failing machine, whichever it is, go to START > RUN and type CMD enter. Type "ipconfig /all" without the quotes and post the results here.

This is what I get since I am currently connected to the internet by pushing the credentials.

OK. I need to see the same thing on a failing machine. I don't understand what you mean by "pushing the credentials". Can you explain?

I entered in a specific IP address and DNS server in IPv4 which for some reason lets me onto the internet. The ipconfig I posted is on the affected machine. If I let the IPv4 automatically assign an IP, I get the "Access Restricted Splash page"

You enter a static address of 192.168.0.99 and you work. But, what IP address gets assigned when it fails? Do the other machines use static addresses?

Secondly, do you have the ID and password to log onto the router?

this is my ipconfig when the internet is not working, so the default IP address should be shown.

    I have the password, yes.

Very good. Now, can you do an ipconfig /all on a machine that works without manually entering an IP address, DNS, or gateway address? I'm trying to see the IP configuration of a normally functioning machine.

Also, from a normally working machine from the command prompt do a "nslookup www.microsoft.com" and post the results.
