Active window in background?

I am interested in a setup that allows me to use an active program/window in the background while keeping other windows in foreground. My plan is to play my computer game in windowed mode but as maximized and then having for instance a webpage showing in the foreground.
The webpage will be hidden behind the game when I click/activate it and my question is therefore if there is some kind of application that gives me the option of pinning inactive windows to the foreground?

 

I found that the application 'Actual Window Manager' does what i need, simply the option to pin windows to the foreground. This is a 60 day trial but looks like its worth buying since there is alot of other neat features in it.
