After reboot net slows down

hi this is my first time on majorgeeks if anyone can help me it will great, the problem im facing is everything i reboot my pc or turn on pc my internet speeds slows down to 2mbps so wat i do is i go device manager and go to networking and uninstall driver WITHOUT checking the "Delete the driver software for this device" after it uninstall the driver i click on "scan hardware chances" it install the driver back and net speed works fine which i get 21mbps im not sure why this happening i format my pc after updating windows i think it came back btw my internet works fine checked with other laptop n pc please help me my pc specs are in my siggy thanks
