After safe boot can't log into ISP

I have read your posts and am working on Scanning and Cleaning Steps under "How to : Spyware, Trojan and Virus Removal"

My laptop is:
Dell Inspiron 9300
Intel R Pentium R M
processor 2.00 GHz
798 MHz, 512 MB RAM

After doing a safe boot, I tried to logon to Road Runner Dialer and received this message:

No dial-up networking profiles set up. Add a profile or don't dial modem.

So, then I rebooted under normal mode to try to send you a post, and can no longer log into RR Dialer that way either. (It wiped out my ID and password, but when I reenter them, it still doesn't work.)

Luckily, I have a 2nd PC (also infected by spyware) to send this post.

Any help would be greatly appreciated! I am supposed to work in an hour and can't get to IE and mail on the laptop to do so.

Am wondering what needs to be done to fix this under safe boot and normal mode.

UPDATE:

Okay, I have RR Dialer working in the normal mode now, but it won't work in safe mode so that I can get to IE to do the online scans in your instructions.

I don't understand what it is I need to set up to make this work.
