Air Conflicts Pacific Carriers - B Keystroke not working

I recently purchased Air Conflicts Pacific Carriers. The manual says that you may access some functions from the keyboard to compliment the joystick control. The games joystick config is setup for a joystick with 10 buttons. Mine only has 8. The one keyboard function I need is the B key, which is for a level bombing view, and it doesn't work. All the other keyboard functions listed do work as described in the manual. Although I bought the game on DVD, it's still accessed thru Steam. The Joystick.ini does not seem to list the button controls for me to modify them. Any ideas??
