an online banking solution

hi all
guys i need help on creating a sort of online banking system. i have to create it from scratch, but it isn't for a bank really. it should enable clients to pay their tax over the internet. I have done the following languages-pascal,C++ and visual basic.

Please tell me which language would go best with my program. i havent got much access to various software. i have access to VB, delphi, C++.
My machine is an IBM P4 WinXP

 

if it's an online banking system, then you'll want to focus on languages that are used for the web..
PHP, ASP, ASP.NET and maybe VB or C++ for any COM objects that run data level or other business level logic. It's not essential to do this for what you're doing so (school project and all) I would just concentrate on one of the languages above.

If you try ASP.NET, you'll need IIS and there is a free IDE out there called sharpdevelop www.icsharpcode.com

But since you know VB, I would just go with classic ASP using vbscript (not .NET) as it's VERY similar to VB.
