Android Diagnostic Port Problem

Hi,
I wanted to open a Network diagnostic port on "any" of the Android phones with a GSM carrier. Now, i have done the same on handsets having CDMA connections, but due to some reason, any and all the pointers on any support forum seem to fail for a GSM handset.

Any pointers in this regard would be appreciated

PS: i have access to an array of Android handsets through friends, so any info, even if it is particular to a handset is going to be fine. Also, I can provide any information required to clarify my question
