Annoying Win98 Toolbar Issue: Too Easy To Close

Hi! Is there a way to make it a little harder to close Win98 toolbars, i.e. a confirmation dialog? I work on a public computer at a day program, and sometimes either I or another client accidentally closes a toolbar I created to make life a little easier, and I find that a little annoying.

 

Really - Windows 98??
There must be someone or an IT charity that will donate to that organisation for something better
Here is an MS Guide to using Win 98 but as it is a relic it's going to be hard to fnd people who are still currently using it.
