Another rtl70.bpl problem

After my XP Home starts up I get this Error:
Cannot find import, DLL may be missing, corrupt or wrong version.
File "rtl70.bpl", error 126.

As I am new to MajorGeeks and am unsure of the system I crave your indulgence. I have looked around references to this file, but most replies are from way back in 2002. -o

1. XP Home SP3
2. IE 8
3. I have recently uninstalled Startup Faster from URSoft.Inc. (Actually a waste of space).
4. AVG 8.5.237, Super Anti spyware, SPAM Fighter, Malwarebytes Anti Malware, SPYbot S & D.
5. I frequently run Uniblue Registry Booster and AVS Registry Cleaner.

This is the first instance of rtl70.bpl error I have encountered. I have noticed, on Googling the file name, that there are many instances of this appearing.

What I have done is restore my system to a point previous to the event, before uninstalling Startup Faster, and the problem seems to have gone away.:confused

Thanks for coming back to me, if you have any advice re the cocktail of spyware/malware/registry cleaners, I'd be happy to take it. I've always been a bit of a 'belt and braces' guy!!
