anything that moves on my browser flashes

    Is there any way to keep my cpu from flashing every time something has animation? Its so bad i almost hope for ads to be smooth in transition. I checked my flash and it supposedly was working right but oh no! i have win 98. on this cpu please help, im a rookie geek
