apostrophe garbage IE 10 on Win 8

all instances of an apostrophe show up as today’s on my screen. Here are the symbols separated by spaces in case you see "today's" instead of what I see: в Ђ ™ s

Win 8, IE 10 on a new computer so I have not had a chance to see if this shows up anyplace else. IE's Fonts set to default (Times New Roman and Courier New, Language Script set to Latin Based)

Any help greatly appreciated!

You may want to let Tim know. It could be a simple coding issue when the original text was transferred from whatever word processor they used, to the PHP page.

 

I just looked at the source code, and that is exactly how it appears.

Maybe the page was saved with the wrong encoding format.
