Apropos Media Browser Modifier

I've been reading several posts involving the subject. I have posts in Tech Support-Software under title Device Manager empty. I downloaded the fix I was given in a response and saved it to desktop as apropofix and the shortcut is there. I went to safe mode and the shortcut was not there however my Device Manager and System Information both worked in safe mode.

I could use some further advice.
