Ask Toolbar

Hi to all,
First i want appologize for my english , cause it's as u'll noticed not my native language...
My prob is that i m trying to clean my gir's friend computer , and i've almost succed with kaspersky internet security and by uninstalling all the add prog that appear to me as strangers.
Still have Ask toolbar who dont want to be remoove .. even when i try a simple delete in the documents , 5 seconds after hes back in the file

Is it a malware ?? and how can i delete it :confused

Apparently i have some prob when i try to execute "the registery booster" :
" there is a problem with your hosts file.Please contact uniblue cutomers support for help fixing this issue
Is there another one ? can i use C cleaner for example ?

But this is my problem ... i cannot uniinstall some prog
