ASOEHOOK.DLL Problem

I get an error message when attempting to open Quicken '99 which states that "The asoehook.dll file cannot start. Check the file to determine the problem". I have Spy Sweeper by Webroot and I find that if this program is running, Quicken opens normally. However, I get the above error message when Spy Sweeper is shut down. I have talked with Webroot and they have suggested deleting Spy Sweeper and down loading a new version which I have done, but the same error message occurs. They now suggest deleting Quicken and restalling it. I'm relutant to do this. I have Windows 98. Any help would be appreciated.
