    Try this:

    1. Hit windows key + r (or click Start --> Run)
    2. In the 'Run' dialog, type 'regsvr32 pathtoSteamUI.Dll' (without the quotes)
    3. Hit enter (or click the 'OK' button)

You'll have to substitute the file path for this .DLL where you see pathtoSteamUI.Dll. This will register the .DLL in the registry. It's not always enough to drop it into the correct folder.

And the file IS at the path you specified in the command?

Ergh... it may be an older version. You might be best simply re-installing steam. That way, you get known good copies, all at expected version levels.

Stupid question but I have to ask. Are you online when you open steam? usually this file is automatically updated and installed when it is missing.

This below fix is usually for people who get the error "unverified steam ticket error" but involves deleting that .dll Try deleteing the following 3 files (make sure steam is closed first) This will then update steam and replace the missing files after logging back into steam. Read the toptip in step 5 before deleting the files.

    1) Close Steam
    2) Map to your STEAM folder most likely for most people to be C:\program files\Valve\steam.
    3) Delete the 3 following files only:- Steam.dll (not the .exe), SteamUI.dll (already missing for you) and ClientRegistry.blob.
    4) Restart STEAM, this will now update and replace the files you have deleted.
    5) Enter your username and password when prompted and you are good to go. TOPTIP: If you are unsure of your password, change it before doing the above. This can be changed in STEAM through Settings - Account - Change Password.

If this doesnt work then a very likely reinstalling is going to be the only way, and I share that pain to.
