Audacity Runs Slow

I had to Re Install my Win7. Home Premium 64Bit.
I have 6. GB of RAM an i3 CPU 3.40 CPU.

And I just Re Installed my Audacity 32Bit Version 2.0.5 and it is not Running good.

If I do a 10 Second Voice Recording and go to Drag the Mouse over a Little Part to Select it the Mouse Locks Up and Movies very very Slow.

It never did this before and I do not know why?

 

I have Audacity 2.3.2 Version and I would like to Record after a Recording I Made.

I know in Older Versions you would open up a Recording you Made.
Then you would go to Transport then Apend Record.

Now Google says you Hold Down the Shift Key then Click the Record Button.

So I open a Recording I Made then I Hold Down my Shift Key and I See the Record Button Turns into a Heart.
And if I Place my Mouse over the Record Button it says Record New Track.

But if I Click it a Box opens and Tells me Error Oping Record Device Error Code -9997

What is the Right way to do this?
