Auto-opening A Disk Upon Insert Under Win98 & Win10

Hi! I really want to, when I insert a flash drive or CD into one of my computers, have it opened up immediately. How do I do this? My WinXP computers have this feature, and my mother's Win10/64 tower has this feature, but, after installing an AntiVirus program, my Win10/64 laptop stopped doing this, and my Win98 computer can only autoboot a CD with an autoboot program on it, but its CD drive stopped working.
