   Are you saying that you cannot boot in safe mode? Describe what happens?
   
   Can you get into safe mode but you do not have a Desktop showing icons and Start button etc? If the answer to this is yes, try botting in safe mode with networking then make sure you physically unplug your cable to the internet.
   
   I assume you know about the below procedure which is used to fix this:
