Backup and Restore Problem

I have Windows 7. Had used Backup & restore to external hard drive. Have backed up several times. Would like to do a new complete backup but the prompt for that does not appear as an option as the help file for
Windoes states. How to do a new complete backup. I cannot access the set up to change anything as that prompt no longer appears.

Once an initial backup job is created there should be an option on the Backup and Restore main interface to Change Settings. Please see pic attached.

Also, once a backup to a hard drive or network location (external drive) is completed, Microsoft states that a full backup will be automatically invoked after that but there's no indication on when that occurs. You can go to control panel/administrative tools/event viewer/windows logs/application and it will denote whether backup completed successfully or not but Im not sure if the logs will display whether it was a full backup.

Microsoft states that the option to create a new, full backup will only appear in Backup and Restore when a cd or dvd-rom is inserted into the drive.
