   I Appolgize i wasn't very clear on what i was asking for.
   I was asking for what is the best freeware program (besides adobe) that will let me cleanup and fix photos.

   Da DA.. the above I listed would be OK, as you didnt mention Adobe... Photoshop while my preference is not good for everyone in its ease of use...... next best paid apps are PSP and MS Digital Image 2006, which are vastly easier to use than PS.
   
   Out of the above I would go for Paint.Net ( if using XP or above ) or XNView.. which can also use some PS plugins.
