Big Malware Problem, could use help!

Hello, this is my first post here, I usually don't have much issues keeping my computer clean. I have a particularly nasty piece of malware on my other computer, and I was hoping for some ideas to help me with cleaning it. I am kind of desperate, never had a issue with malware like this before.

This particular virus labels itself as Xp Defender, and it is particularly difficult for me to remove due to some of the limitations it has put on my computer:

1. I cannot access Task Manager
2. exe. file association is hijacked
3. Regedit is locked out (opening reg edit and making changes with .reg files)
4. gpedit.msc is locked out (I figured I could fix the above problems getting in here, but I am restricted access).
5. I cannot install new programs (very likely from the exe file association hijack)
6. I cannot view hidden folders (don't know how to enable this option, the standard way is unavailable to me for some reason) to delete suspect files.
7. System Restore is disabled.

Basically it has a fake alert with the fun security center hijack which prevents me from using my computer during normal operation. Was hoping anyone has some ideas...easy or hard. I have a relatively decent understanding of computers, so I should be able to try anything you throw at me! Appreciate any help in advance <3.
